I am at a bit of a loss as to where to start troubleshooting this.

I recently got a Creative CT5826 TNT2 Pro DVI AGP, which from what I can gather, was a Gateway OEM card.

I get a signal out of the card, at a max resolution of 640x480 through a DVI to VGA adapter. It looks great, but I can't change the resolution in Windows 98.

If I try to plug it into the DVI input of the same monitor, I get either no output (standby), a black screen, or once I got a distorted Windows 98 desktop background on the right side of the monitor.

Dell 2007FPB monitor, FWIW, though I have used a lot of DVI devices with it, and never had any issues.

In Windows, when using VGA, installing a generic monitor driver that supports the resolutions you intend to use might fix the issue with being stuck at 640x480. TBH, I would have expected the DDC functionality to autodetect the monitor as Plug & Play (does it ?), but maybe something is flaky on that point.

As for DVI, the Dell 2007FPB is a 1600x1200 monitor.

As for getting it to work over DVI, this might provide some ideas . No output from DVI ports on any ELSA Erazor III 32MB TNT2 Pro

So, there is no VGA output, only the single DVI port. Using a passive VGA to DVI adapter would allow for the display output to work?

I meant through that VGA output, via the adapter (I presume it's a passive adapter, that looks like small dongle, the kind that used to be bundled with video cards) :

I had some Gefen DVI Detectives sitting around, but none of them had low resolution presets. So I got an Extron EDID-D, and it showed up today. Unfortunately, I cannot get it to pass any DVI signal, so I might try to see if there is something obvious I am missing, if not, I might just buy another one
