So this classic racing game seems to ignore dgVoodoo2 and doesn't load any of its DLLs, not sure what's causing it.

You have to place dgVoodoo DLLs and config file both on the root directory, and inside the "MUSASHI" folder. If you place them only on the root folder they are ignored. Placing them only on the "MUSASHI" folder throws and initialization error.
