Earliest supported official Windows OS is Windows XP. I have never tried those under Windows 2000.

Someone here reported success in getting some PCI (not PCI Express) variants of X-FI cards (like the SB0460) working in Windows 2000.

Yes it is, here is how you do it. Search for the ISO image on Archive highlighted in the picture. Navigate to Audio => Drivers => Setup.exe and install in that manner , setup.exe in the iso's root directory will not work and manually installing the drivers will not work.
