The flickering starts randomly like it's overheating but it goes away for a few minutes when I'm power cycling the monitor.
Then I thought it was a GPU issue so I replaced it, the problem remained. I built a new rig from scratch with new OS, problem returned.
I switched the resolutions around and it didn't fix it but when I switched from 60 to 75 Hz the flickering stopped.
What could cause this? The monitor came from e-waste so I'm not surprised that it's faulty but I've never seen something like this before.

Bad caps in the PSU. If this uses CFLs rather then LEDs for backlight it might also be cracked solder joints in the HV transformers causing noise to backfeed to PSU rails. That also kills the driving transistors eventually. But start with the caps, they dry out and leak too. Some manufacturers (like Samsung) also like installing caps that are on the edge or even underspec for the voltage, this nicely kills them in few years when the warranty is over so that you can buy a new one.
