I have a laptop computer that doesn't emit the internal speaker beep within DOS (and by extension, Windows 3.x). This is despite the laptop having such a speaker and can confirm it works in other operating systems (Windows XP and FreeBSD). It is a 2000s era PC with Intel HD Audio, and I installed the HDADRV drivers on Win 3.1 which works fine, but no effect on the beep. I've searched a lot but have been unable to find someone else facing the same issue specifically in real mode DOS.
