Sometimes (mostly) when I try to shut down or restart my PC, it stays at "Please wait while your computer shuts down" and I have to force it to shut down and the next startup it runs Scandisk.
What can I do to fix this incorrect shutdown?

My Specs:

Motherboard: Soyo SY-6VBA133
Processor: Pentium II - 300MHz
Ram: 512MB (Although only half is recognized)
Video card: 3dfx Voodoo3 3000
Sound Card: CT4500 / AWE64 / PnP
OS: Windows 95 OSR2.5

I'm sorry I can't help, but I've been having the same problem with my Win98SE tower at my mother's house. 🙁 Maybe it's a problem with a DOS driver?

Used to have this back in the day. I always figured it has to so with hardware changes. I usually reinstalled windows when it happened. Would be nice with a cleaner solution though!

This happens to me with my windows 98 pentium 1 PC. Generally if I tap the esc key a few times that seems to make it continue to the you can now shut down your PC message.

Deamon Tool was the worst for me and was hanging the shutdown process on all my machines... Just for sanity sake, did you try without the VIA card installed?

I should add that sometimes Daemon Tools itself was the culprit, and other times it was the required USB driver package causing the issue. Ever since I switched to XUSBSUPP for USB support on Windows 95, I haven’t run into any problems.
