PLEASE NOTE:
1. I'm doing this on purpose
2. No, "just don't do that" is not a valid answer to my question
3. I am 1000 steps ahead of you on all knee-jerk reactions such as "there are no drivers for this machine" or "that laptop was made 12 years after Win98 was released"
4. I am fully aware it may simply be an incompatibility that would have to be resolved with yet another patch for modern hardware
5. I am not a stupid person trying to do this because he doesn't understand what Windows 98 is and what it is for. I am doing this because I enjoy the challenge.

There's a list of the patches it applies there, including the TLB invalidation bug patch, so it's not that.
During installation it installed basically no drivers because it didn't detect any hardware, so I'm running an almost empty driver list. It's using MS-DOS for disk access.
Yes, I've tried changing all of the BIOS settings that could possibly be tripping it up, including SATA compatibility (turning off AHCI), turning off DMA for hard drives, turning off USB boot support, etc.
Within about a minute of getting to the desktop, the system hardlocks with zero activity. Can't open task list, etc. Before this happens I can click around and everything seems to be working just fine.
Wondering if anyone else has encountered this behavior and has any tips for me.
