Its been a known issue for many long years to have hardware acceleration in GP3 / GP3-2000. Surprisingly it runs half well in Linux/Wine (presumably also wine on windows?), but the PO is pushing over 100% especially in the starts. Once the race stabilizes after the first few corners the PO will settle back down to around 30-70% which is still a bit close for comfort. This was done with an Intel internal graphics chip.
As many will know the Geoff Crammond Sims famously have the framerate and physics locked to the processor cycles making exactly 25.7 graphics/physics calculations per second. No frameskips are possible so over 100% processor load causes slowdown. I've even observed this with dgVoodoo2 in windows 10/11 via YouTube streamers, so its not a problem exclusive to WINE or Linux. Actually its the type of program that pushes hardware to the max, even its predecessor Grand Prix 2 (DOS, 1996) basically needs a supercomputer to run it flawlessly.
If anyone has ideas to experiment with WINE to optimize this Sim please post here. GP3 / GP3-2000 is a directX7 title, so any tips regarding other dx7 titles in WINE may be relevant
