I downloaded the y2k file manager patch from microsoft downloads and it works fine in virtualpc and vmware.

There seems to be a problem installing this patch in dosbox. When I type the parameters "install c:\windows" as the instruction say, dosbox switches to that
directory but then cannot find the original path that it is installing from. A work around I found is to extract the files directly to the c:\windows directory and run the install from there.
