You have a program which you have it in your computer.
It's named "ma_font".
You get the message when MA_FONT.EXE is installed:
Alternative font v1.2b installed (4464 bytes used)
SDL applications use the Macintosh cursor.
If you're trying to uninstall it, the problem isn't solved.

From the included readme of ma_font:

> For the moment environment is saved with the TSR, and you can't unload it, > because i don't know how to make it !

It cannot be uninstalled.
About the mouse cursor, use Ctrl+F10.
