For some reason I can't open the file called SIMANT.EXE. When ever I try to open it I get an error. I can open other files in the folder like INFO and INSTALL with no problem, but not SIMANT.

What about:

cd simant
simant.exe

It's also possible that the filename has spaces or other invisible characters in the name, like "simant .exe" instead of "simant.exe"

It won't have invisible characters. The simant.exe is starting, looking for its data files in the current directory, giving up as there aren't any and then displaying the error message. So yes, just go into the directory itself and start the game from there.
