I have found two SB16: CT2910 and CT2940.
on both, i can see one chip named "yamaha ymf 289b-s opl 512ac".
Is this a true OPL chip?
I search it on google, but i haven't found some info...

Yeah, the YMF289 is a low-voltage variant of the OPL3.

then this card play music in real OPL3, not emulated.
is it correct?

If it were emulated, it wouldn't say "YAMAHA" on the chip, now would it?
