This is probably one of those questions that doesn't have a simple yes / no answer, but in general, can I assume that any game written for Windows 95 will run in Windows 98? I don't mean DOS games released post '95, just Windows only games.

And also - in general - are Voodoo 1 era games compatible with 2 X Voodoo 2's in SLI ?

Yes, though I can name two that fail in 98 iirc

Don't forget USNF '97, but there is a patch to correct that.
