Why would you want to start a game minimized?
I said a program not a game
Well, Dosbox is meant for gaming only.
I use it also for programs and it work great but i need a program that has to run as i load Windows and in minimized mode
Then you have your first problem with Dosbox because it's meant for gaming and not applications.
The question itself makes little sense. DOSBox does not have a Window manager in itself. DOSBox programs do not run inside windows. It is DOSBox itself that runs (optionally) in a window. So the question should be - can you start DOSBox minimized.

And isn't that managed by the shortcut in Windows?

It is, but since the DOSBox status window opens first, that's the one affected by the shortcut options. The DOSBox main window ignores them.

The console can be hidden by a dosbox parameter...
...although the topic is very old I want to share my solution. I recompiled the sdl.dll to hide the dosbox main window.
When using the param "-noconsole" doxbox runs totally in the background.
