Those Siemens OEM boards are extremely difficult to find patched bioses for, I think your best bet is to use Drive overly software , it works well and overcomes the limitation.
If you really want to go the long way around you can try and find a board with the exact same NB and SB (that allready has the patch), then use a bios editor to extract the IDE driver from it and inject it into your own, there might be other limiting factors aswell, Ive never done one for the 8GB limitation only 32GB+ limit.
The title of the thread is misleading. The HDD-limit is not chipset-bound, it is BIOS-related. There are many patched BIOSes available for Trition boards (FX, HX, TX..) as well as for their VIA, Acer and SiS counterparts.
The Siemens OEM board makes things difficult. In theory one is able to swap the BIOS with one of the same chipset. It works in many cases and one can circumwent BIOS-issues with this methos. The problem is that many of the Siemens OEM boards use Multi I/O controller chips other boards don't have. This might cause problems with the I/O ports or IRQ assignment problems.
But some Siemens OEM boards use the same Multi I/O parts as the Intel Reference boards. If this is the case with your board you may be able to use a Intel BIOS. Just identify your Multi I/O part, compare it with other boards based on the same chipset and try their BIOS out if available.
A better method is to mod the BIOS. The BIOS limit can easily be patched.

You are right, it's a Bios-Issue. Latest info is that siemens patches large hdd's >4GB, but the limit now seems to be 8,4GB.
Do you have a description for the mod?
