Sorry couldn't resist the title. Got a XP rig on working on, here's the specs:

Foxconn Q45M LGA-775 mATX
Duo-Core 2 E8400 3.0 Ghz.
2GB DDR2 800
160GB Sata
Geforce 7950GT PCI Express x 16
Thermaltake 500W
Coolermaster N200

Got everything hooked up and fired it up but.....nothing, except all the fans are running including the video card fan.
Tried re-seating the ram and video card but again not posting. This mobo was NOS out of the box but I know that's not
a gimme so maybe its DOA. May have the cpu oriented wrong but don't think so. May have some of the front panel
connectors wrong for the case but maybe that's not revelant. Please, any ideas would be welcome! This project has
been a pain from the get-go, maybe should've bought a already-built system.

I don't mean to be rude or something but that Mobo looks like trash. Looks like a cheaply made piece of junk. BUT, i am thinking its maybe something to do with the CPU? Have any other LGA-775 cpus around. Do any of the capacitors look horrible? Not sure what else it could be if its not posting.

Also cool specs by the way. Everything else you picked is awesome. Other than the mobo so my guess is Mobo/CPU related.

Mobo is supposed to be "new" out of the box. But if Foxconn is junk then should've done my due diligence. Having a hard time finding a mATX board
that will take the cpu (at least on ebay). Can anyone offer any suggestions or maybe I need to go full ATX?

You may need an older Core2Cpu to update the bios to support your 45nm chip.

Main pc: Asus ROG 17. R9 5900HX, RTX 3070m, 16gb ddr4 3200, 1tb NVME.
Retro PC: Soyo P4S Dragon, 3gb ddr 266, 120gb Maxtor, Geforce Fx 5950 Ultra, SB Live! 5.1

I happen to have a similar problem.
Recently obtained an old MSI MS7101 (865GVM3-V) Pentium 4 motherboard from some friends of my parents, who told me that the PC just stopped working one day.
It has a Pentium 4 Cedar Mill 3.2 GHz CPU (spec no SL9KF (D0)) with 1 GB of RAM and onboard VGA graphics.

Also tried to plug in an external graphics card, tried to reseat the memory, but no luck.
I'm thinking that some component on the motherboard has fried, but it's quite difficult to track down such errors if its a motherboard problem and I have two similar Pentium 4 motherboards already.

At least a scored a nice case, old 160 GB IDE drive, DVD writer, the CPU and some DDR400 memory.

try just power on with the basics power supply connected to motherboard, on ram stick if no onboard then add a video card and just a keyboard and monitor.
you may have to swap a processor or video card just to rule those out, also try a new power supply.
some power supply will boot up the pc but wont show picture not all are truthful about there wattage

What Oldschool said. Simplify and try again.

Also, foxconn is not an inherently bad brand. Intel and Dell have been using them to manufacture boards for them for many years. I have that very same board and used it with that same processor up until my i5 build at the end of 2011.

Good news!!! Bad cpu was the culprit. Slapped in a new one and the bios popped right up! Thanks to all for the troubleshooting tips!
