Can I use these to cool an AMD FX 9590? For case fans and the CPU fan? How well would it do? Even if I have to use noise cancelling headphones whenever turning on the PC or listening to music on it that's Ok with me. 😉 I'm too afraid to use water cooling due to the leaking risk.

U need more than just a silly high RPM FAN.
But short answer is : Yes, you can 😀

I air cooled Pentium Extreme Edition 965 @ 4,8-4,93GHz (Vcore 1,55V+) : LINK, with one FFB1212EHE - like this : LINK and Thermalright 120 Ultra Extreme cooler.
I'm pretty sure, I was in 250-300W TDP territory 😉

Keep in mind tho, VRM's on motheroard will burn/throttle if you don't cool them properly (active Air cooling is necessary).
