Rare, but I think I remember seeing it occasionally. But the classic (-1) abandoned accounts were far more common. Pretty much every seller's account was set to block bids from accounts with a total feedback score less than 0. So as soon as somebody got a neg on their first transaction, they usually couldn't dig it any deeper.
