Well, I've added more EMS and XMS thanks to Qbix, however this particular game gives the following error:
Judge Dredd needs an extended memory manager to run.

The likely causes of Judge Dredd PC not working on your machine are as follows:
1. Insufficient Memory:
   The game reqires 520K conventional (or base) memory, and about 2.5 Meg of 
   EMS memory to be able to run correctly. 
   To check your current setup type MEM at the DOS prompt - a list of the 
   different type of memory available and how much of each type is free 
   is displayed.
   If you have less than 520K of Conventional memory free then either remove
   some TSR programs from your AUTOEXEC.BAT or CONFIG.SYS files (consult
   your DOS manual for details on how to do this) or use a memory manager
   such as MEMMAKER which comes with DOS - again consult your DOS manual for
   instructions, or a commercial memory manager - see your local software
   stockist for details.
   To see how much EMS memory you have available is a little more complicated.   
   When you type MEM if you see a category called Expanded memory then make
   sure it shows at least 2,500K free. 
   If an Expanded category is not shown then look at the Extended memory 
   category again make sure this shows more than 2,500K. If your system shows
   that all the Extended memory is Used then the likelihood is that your system
   does not have any extended or expanded memory drivers installed - in this 
   case consult your DOS manual for information on how to install an extended
   memory manager such as EMM386.EXE.
I managed to get a copy of EMM386.exe however it asks that I set 
Device=emm386.exe in the config.sys..
Help? I'm not too awesome with dos and even lamer with DOSbox... Where can I find config.sys if it exists with DOSBox, and how do I make it all good?
