My friend wants to use IRC (briefly, of course) on Windows 98. We tried using mIRC, but turns out that it isn't free, and requires registration. Can anyone here suggest a decent IRC client that will run on Windows 98? Thanks for any suggestions!

Chatzilla from within SeaMonkey 1.1? Haven't used it in a while, but it was always my go-to client on Win9x. It's also possible to add the plugin to Firefox 1.x/2.x.

Xchat used to support Win98 a long time ago, probably no public builds around that does anymore though.
MirandaIM had IRC support also

I still use Mirc V6.21 on windows Me behind a firewall.

I finally registered Mirc just as IRC was dying. Better late than never I guess.

the old versions of mirc were good value because the code worked on every mirc but modern verify code ones expire now

I recently found an old xchat version that worked its much more minimal than the old mirc quite efficient.
