This mobo looks like a OEM version of the VB 601
The only problem i cant find the manual to check the front panel header for LEDs and buttons. No indication in the board.

Retro rig 1: Asus CUV4X, VIA c3 800, Voodoo Banshee (Diamond fusion) and SB32 ct3670.
Retro rig 2: Intel DX2 66, SB16 Ct1740 and Cirrus Logic VLB.

Does this look like your board layout?

The attachment HP VB-609 (D6550-60003).jpg is no longer available

If so, this might help with the status panel pinout

Front panel connectors:-

Pins 5&6 (closest to the DIP switch) are the on/off. Pins 3&4 appear to be the power led, and 1&2 appear to be the HDD led.
