Holy crap batman. That is a lot to spend on a game.
Pretty sure you could commission an indie studio to make your OWN damn game for that much.
That said, I support the obnoxiously-rich using digital goods to bleed their money back into the rest of the world. They're gonna make terrible purchasing decisions anyway, so they may as well do it on MMORPG characters or other virtual bullshit. Causes minimal excess CO2 production & helps re-balance the economy just a little. Well, maybe.

I never even heard of "Justice Online" before...
I mean people waste money with all sorts of things, but this is next level, it's not something you can resell for anything close to the investment, you can do so many different things with this amount of money, I don't even know what to think of it, if the story is real... probably not.
Could just be money laundering.
