I've been having problems with video cards displaying a bit of noise on the feature connector, and I was wondering if modern ATX power supplies could cause video noise.

It seems plausible, given that I found some crappy CapXon capacitors (according to badcaps.net) in my Antec 450W PSU when I opened it up. I replaced some, but the rest are on their way.

If a power supply was putting out that much noise you'd likey have stability issues and you'd also have noise in your audio as well

Shield your VGA feature ribbon cable and see if the noise goes away.
