I recently acquired a Compaq Presario 5340 (Socket 7 motherboard with SiS chipset and a currently unknown CPU, as it is stuck pretty strongly to the heat sink). Despite everything I've tried so far, it won't even try to power on. Pressing the power switch results in a brief blink of the power and HDD LEDs and nothing else. I've already confirmed the power supply is good and extensively cleaned the (originally extremely dirty) board so what else could possibly be wrong? I don't see any obviously bad capacitors anywhere.

This may be a short. I'd try probing the motherboard's PSU connector pins against each other.

Yeah, sorry - poor wording.
Check with a multimeter wether there's a short or low resistance between pins that carry different voltages.

Came back to the machine after doing a few things, including fixing the misaligned front panel and cleaning the entire board, and aside from powering on one time, I haven't gotten any life out of it. I've already checked all the internal connections and they're fine, but now it doesn't even blink the front LEDs, it just does nothing at all when you hit the power button.
