I know that Nvidia Geforce2 through Geforce FX supports these two features; yet nobody addressed couple:

What's minimum specified processor and video card to get playable rate around 30 to 50 fps? Provided that is for most of the games that requires these palatteized 8 bit or and fog table.

This way, I don't have to get obsessed with finding expensive video card.

Probably a TNT2 or equivalent if your goal is 1024x768 with 16 bit textures. I would say the MX 440 or FX 5200 will do you just fine with 32 bit colors.

As for CPU, a 1ghz copper mine is more than fast enough. You can go slower. Probably a pentium II@400mhz would barely get 30fps in the most demanding late 98 games, but there isn't much reason to do that. Even cheaper still, get any pentium IV.
