How to run Populous The Beginning with Voodoo 5 5500 AGP/Win98SE

Question,
How do I run the populous 3 with voodoo 5 5500 with hardware enable.
Everytime when I run poptb3d (direct3d) it will get stuck at "Loading" right before the game.

I can play with selecting software render.

I've tried
-install glide (copy all the glide dll to windows\systems)
-patch to populous 1.05
-install evolution drivers

nothing enable me to run on hw mode.
