So you try a different power supply, take it out of the case etc., only to finally discover this (note the orientation of the power switch):

To be fair to me, what's on the motherboard makes it look as though the power and reset switches should go on pins 16 & 17 and 18 & 19 rather than 17 & 7 and 19 & 9.

Sounds like a job for a screwdriver to short some pins, or to just press the power on button on the motherboard ...Yes some old boards have this.

Then a little later say while you are asleep your brain wakes you up and points out that you forgot to RTFM and you have it connected to the board the wrong way.
