I think, both, depending on the price range of your computer. Baby AT were probably moving into mid to lower segment while ATX with PS/2 was already available for almost 2 years and was slowly becoming mainstream. You also had enough LPX/proprietary systems as well, all of which used PS/2.
I often see keyboards for sale with an adaptor (either PS2-AT or AT-PS/2), so there's that as well.

It's also OEM vs custom/self build. OEM vendors generally used LPX or ATX, so would offer PS/2 keyboards. Retail motherboards were still predominantly AT with DIN keyboards.
1998 was the year that ATX really went mainstream for the enthusiasts.
