I have this interposer that has a 2.5x jumper and I want to run my bus at 40mhz.

Don't think anything ended up using 2.5 other than the Pentium OverDrive, and that doesn't care about external multiplier jumpers.
Supposedly a 486DX3 would have run at 2.5.
