Not very likely.

- no 8250/16550 UART
- those AD289K isolation amplifiers - and the rest of the analog circuitry before them - suggest this card does things at much higher voltages than a regular serial adapter

I'd say some kind of industrial device.

it is some kind of industrial device. Its serieal in and serial out. The "Analog Devices" are very high precision amplifiers.
