Ok. The pre4 version will let me play both games with keys remapped so completely that even in game I'm using the Dvorak layout. Oh and thanks for the info on the next version of DOSbox. I'll be keeping an eye out for it.

Ok, here's the problem I have, though. The FreeDOS project's keyb.exe does not play nice with others. I cannot play my copy of the Star Trek 25th Anniversary game (Enhanced GD-ROM edition) or Star Trek: Judgement Rites with it loaded. This is a problem I know I did not suffer from using keyb.com. …
