Isn't Windows 95 at least partially DOS based?

I'm trying to run a 1996 cd using DOSBox 0.74 in Windows 7 If I insert the cd and try to run the setup/ install using DOSBox 0.74 it tells me, “This program must be run under Microsoft Windows.” Is there anyway I get this program to run?
