Are you sure the replacement battery is good? Are the battery contacts clean? They'd be good first steps to take.

Yes, I have a G550 PCI LP card and it's supported in Windows 98, but the performance really isn't up to much. Seemed to perform terribly when I tried it.

I think all Tillamooks will run at 300MHz - it's just the internal multi that determines what it will actually do. My 266 rated chip is running at 300MHz (4*75MHz) without issue - I guess that's how these fakes do it too; 4x multi with a 75MHz FSB)

Had one of these boards. Great for overclocking a C2D, but C2Qs were stock only, they just wouldn't clock reliably at all. If I recall, they weren't officially supported, but a BIOS update enabled support. Board is 65nm chips only, so highest chip is a QX6850, or you can get a Q6600 / Q6700 cheaply. …

As for the PSU/system layout, its AT (not ATX), so you're mostly looking at a Pentium MMX, although there are some later boards with an AT layout (but they're harder to find. Talking of hard to find... that LVDS connector is going to be difficult. I'd recommend installing a cheap Chinese LCD instead …

Pretty funny that the Pi is massively more powerful than the host machines that this will be used in. I'm guessing you could emulate the entire PC on it + MUNT and still have room to spare.
