Disable the COM ports you aren't using in the BIOS. The PC MIDI section should work fine on IRQ 3. Just make sure the IRQ is reserved for Legacy/ISA in the BIOS so another device doesn't grab it.

The FPGA is likely just bog standard logic condensed into a smaller package. Pretty common on boards with limited space.

Is there a good source for the WSS drivers for Win 3.1? I looked both in the VOGONS driver library and on archive.org and it looks like the only available drivers are in German. I suppose I could try them, but I'm wondering if there is an English language version available (or if it even matters). …

Typo on my part. Yes, 28bit. I'm actually surprised BIOS gives the other options on any drive above 8.4GB. The old CHS system and BIOS translation was no longer relevant on larger drives.

Use the default suggestion of LBA if you expect to read the drive in another machine. The BIOS is likely limited to the 28bit LBA limit of 128GB.

Has anyone tried the official Microsoft Windows Sound System drivers in Windows 3.1x? They should at least get digital audio working. FM and MPU-401 can be handled by a separate driver if needed. I don't know how through the hardware checks are on these drivers. There is no ROM on the WSS ISA card, …

A Realtek 10/100 card isn't "ancient" by any means. Could be a bad cable. Really old 10BaseT cards are the ones that have problems connecting to modern equipment. The auto negotiation used on new switches trips them up.
