You could get 2500+ Barton and try setting FSB to 400mhz. That will make it 3200+.

Maybe your issue is caused by overclocking the FSB. 865PE's official maximum FSB frequency is 800 MHz, and Q6600/QX6700 use 1066 MHz. You can try to downclock to 200 (800) MHz. QX6700 has unlocked multiplier, so you can compensate frequency drop by increasing the ratio. CAS latency must be increased …

I don't think they tried to overclock the card by replacing the oscillator: these usually have frequency of 14.318mhz on any PC PCI/AGP card, so replacing it will likely cause bus incompatibility. Maybe the oscillator just have been moved away to allow mounting larger heatsinks?

What PSU model do you use? Dual sA boards have strange powering scheme. At least Asus A7M266-D and Tyan boards draw power for CPUs from both +5v and +12v rails. That means you need ATX12V PSU that is capable of high load on +5v. Latter PSUs have very weak +5v output.

Some PCI cards are known not to work due to absence of +3.3v rail on PCI slots. If using ATX power supply, this can be fixed easily.
