I guess it's the file user.exe or user32.dll that causes the most visible impact on non English systems. What is your country / language?

Some programs are said to have issues when the MSDOS.SYS is smaller than 1024 bytes (which is the case with the 7.1 delivered version.)

For a post installation wizard tool, you could also check out the infex.exe (from SP3) as it is a GUI tool to trigger INF-files in the background for installation.

You can try the DOS version of www.hwinfo.com to see if there are any IRQ conflicts. This tool also fits on a floppy disk.

Yes, it's possible. Search for "msbatch.inf". There's also a GUI tool to customize its settings (Batch 98 Automated Setup Utility from the Win98 resource kit). You can even slipstream updates directly onto the CD https://www.vogons.org/viewtopic.php?f=46&t=69068 just by copying the deflated files …
