Put the bootable HDD on IDE1 and set the HDD jumpers for Cable Select. Put the ODD on IDE2 and set the jumpers on the ODD to Cable Select.

I have had good luck with taking a small stick pin and inserting it into the sockets to squeeze the two sections closer together in order to make a tighter fit. YMMV.
