I'd go with a Pentium or 5k86/K5 for those games, with a PCI video card as well- like an S3 Trio64. 32mb of mem would do- and i would also recommend using Windows 95 as that'll broaden horizons on terms of games you can play if you ever want to play games other than the ones you listed. Ironically, linux can run more games than the xp he went with. ...discounting the fact that XP can most 9x games natively, as well as the vast majority of 2000s titles and even some newer stuff. 256mb might be a bit overkill- I'd go for between 32mb and 128mb of RAM. While I believe 256mb was available at the time, it would have been very expensive (not unlike today hehe).
