Welcome to the future is definately a windows 3.1 game. For some reason, it's extremely difficult to emulate. DOSBox struggles with turning, and PCem requires a powerful PC, 86box also glitches out. I'd you want a 3.1 exclusive, that's probably the closest you'll get.
