Looking through the documentation again, the later audio driver (ACIA firmware) that was recommended as part of the last SDK release supports 128 tone banks, and 48 note polyphony. XG level 1 fits within the capabilities of the libraries provided by SEGA. Not sure what the WindowsCE SDK provided …
