Look at the schematic posted, the part is a VCO and not a regular oscillator. The freq tuning input is absolutely in use there and the device is most probably not going to work properly without that ability.

You'll have to try newer and/or older drivers. In my case I could only use latest driver and solution was to disable power saving features in monitor properties, without monitor allowed to go into standby the problem could not manifest.

And those are also just oscillators without way to tune the freq. I looked a bit in mouser and they don't carry anything suitable for this purpose, not the correct freq nor anything in stock.

Yeah, ISA only gets a shot if no PCI device claims the cycle and it will take several clock cycles before the timeout passes the access to the ISA bus.

CUE file is only a descriptor, which you can open in a text editor and see what file(s) it is referring to. Those will be where the music is.

You can do the finger test, find a place where the finger starts to make the problem worse (avoid the crystal and its capacitors, that will absolutely affect stuff and give a false lead).
