UPDATE! I have successfully managed to get farther with hardware rendering in the Sims 2, but it was only with dgVoodoo 2.6. Weird. It runs for me. It can be run in either forced windowed mode (like on the attached screenshot) or in fullscreen with option GeneralExt\EnableGDIHooking enabled.
