The dithering causes flicker even on the new theme. It's not a problem that's unique to the "Old Skool" theme. Please replace all instances of the dithering pattern with solid colors.

Could be a Plug and Play issue. Early implementations of PnP were flaky at times. That said, you wouldn't get much benefit from using a SB16 instead of a SB Pro on that machine. Only late-era DOS games supported 16-bit sound samples and it's unlikely that they would run well (if at all) on a 286.

Yup, CPU clock can be a big factor for some speed sensitive games. If a game plays garbled sound, try downclocking your CPU and/or turning off its cache via Setmul before blaming the sound card. Day of the Tentacle is a good example of this behavior.
