If you're sure that it is capped at 64MB in Win98 in addition to DOS mode (where a 64MB max is no surprise), it's possible that your BIOS only supports INT 15H AH=88H to determine the amount of memory, which has a 64MB max. There is a newer variant INT 15H AX=E801H, but perhaps your BIOS doesn't …

And this was the previous "version" (before I got my hands on a PL-370/T), including the mod to make it FC-PGA compatible. Please keep in mind that I tried to make it as reversible as possible, hence no soldering etc. The glue residues and markings were pretty much completely removable.

Maybe try cleaning the slot-1 connector and reseating the CPU several times. Worked for me for a similar issue on a P2B.
