The copper shim ended up not fitting with the heatsink well so i used a 2mm thick thermal pad instead. I went to go apply some thermal paste, and I found that the heat sink is missing a thermal pad on it. Due to missing the pad, the heatsink does not connect with the processor. I think we might have figured out the problem. I will get thermal pads and report back!
