P8/2 should be +5VDC, the same as P9/4, 5 and 6. Which is strange since these should all measure the same (unless for some reason your PSU has that line on a separate rail, which would be uncommon for an AT unit). This is kind of a unique board but with the Apollo Master it isn't a speed demon and a Pentium 133-200 is a fitting CPU. I believe the frequency generator (W48c60-202) has only got 50, 60 and 66MHz settings, sorry. The fourth setting is only for internal testing of the chip. That's what I'm gathering from that datasheet too, Seems JK1 1-2, JK2 1-2 is definitely a test mode so would explain the complete lack of post. …

The clock gens on my board use three pins to program the different options my guess is the center of those is ground and the outer pins are the triggers so your hidden setting may involve removing a jumper entirely or closing both sides. Closing both sides is probably something that should be tried …
