I fit can't boot with MMX then you probably have voltage regulation issues. Before you try flashing BIOS in other motherboard, maybe try swapping BIOS chips and check if your previous board works with it, and then if it can boot with MMX.

L22 measured end to end reads 38 ohms (like some other inductors on that board). My guess is that the short may be elsewhere; L19 is also shorted to the ground on one side (that one reads 38 ohms end to end).

No, I meant L22 (checked twice). I measured it to ground (specifically a hole where VGA connector screw goes), not end-to-end

One of sides of L22 is shorted to ground. I will try to make a diagram, but it will take me some time. I actually made a loop of solder wick in order to extend range of my multimeter when it comes to continuity. I tried touching every single solder joints on the board, when searching for vga's pin …

Well, the result is weird. I numbered insulators 1 to 8 as on photo attached. Oh, there goes my lack of knowledge. You are right. I checked those in diode mode and one of them showed very low reading.

Is it possible that more than one inductors beep (on both sides) on certain pins of vga slot? I am doing it on area of L23, L22 and above. I also found suspiciously low impendance (0,4 ohm) on L22. Others are >35ohm or over 2k ohm.

D11 reference to (ceb703al, which looks like mosfet) source measured REALLY close to 0 (something like 0.009V). Does it means D11 is blown?
