What version of TangoPCB Plus are you using? You could try checking out this thread VESA display problem with Tango PCB There they mention version from 1992 and my searches on Google turned up version 2.30 from 1994.

Using DOSBox 0.73 on WinXP SP3 and following Bethesda's instructions I installed Daggerfall and it's working perfectly by running dagger.exe. So stick to their instructions unless you really know what you are doing (but then you wouldn't have to ask here)! 😎

Looks like a minor speed issue. And IMO it's your 3D card that 'overdo' it--more than the CPU. Although not an answer to your question, I recommend playing Descent 1/2 with DXX-Rebirth source port. That way you can play the game in full speed and greater resolutions on not so powerful machines.
