PCMCIA card PCJOY (for Dos/Windows), or PCJOY2 (for Windows) is good option, but hard to find one month ago one was sold for just $42 https://buyee.jp/item/yahoo/auction/k467361117 I have only PCJOY2 version

gta24.exe -nounivbe or k.exe -nounivbe I don't remember exactly this key works with some graphics cards, also you may need dos32a extender
