As some have mentioned, the posted links are wrong. That is a 1.5V regulator. The other one is the 3.3V where the wire should be connected.

You would need a pretty high end scope for that. Mine is only 20MHz. I've compared every single pin to each othe between all the chips, (diode reading) and could not find differences.
